Damage caused by cybercrime

Background

So far the damages are only estimates. There is no metric or methodology for a holistic measurement of both material and immaterial harm – neither for the area of cybercrime in a narrow sense (cyber-dependent) nor for that in a broad sense (cyber-enabled).

Aim

The goal is to develop a model, including metrics and methodologies for the systematic, reproducible and verifiable recording of short-, medium-, and long-term material and immaterial harm caused by cybercrime. The model is intended to be robust with regard to change so that future forms of cybercrime can also be assessed at an early stage. This provides an innovative tool for analyzing and assessing such crimes on society, the economy, and the state.

Disruptive Risk Research

The project is highly risky due to the lack of survey instruments and data. The risk is that only partial aspects will be recorded and harm will not be mapped holistically, which would only incrementally improve the assessment of the security situation in Germany.
